The MoPac Board of Directors has carefully reviewed USA Curling’s Policy 25-07 regarding transgender athlete participation in competitive curling. We have considered membership feedback through our recent survey, which received 93 responses representing most clubs across our region. We recognize that our membership holds diverse views on this issue, and we are grateful for the thoughtful input we received. The full survey report is attached and available for review.
MoPac’s Position
MoPac, like USA Curling, laments the situation in which we and our athletes have been placed by Executive Order 14201. USA Curling has been required to implement this policy to maintain compliance with the United States Olympic & Paralympic Committee (USOPC) and to preserve US curlers’ ability to compete internationally. We recognize that USA Curling did not create this policy by choice and is regretful that it equally affects national competitions that are recreational in nature. Under the new policy, eligibility requirements to MoPac playdown competitions – U18, Clubs, Mixed, and Arenas – are affected.
Operational Approach
MoPac will continue to operate regional playdown competitions exactly as we always have. Athletes will compete under the gender division listed in their Sport:80 registration (USA Curling’s membership hub). MoPac will not assume any enforcement role regarding athlete eligibility in that regard.
As USA Curling has made clear in Policy 25-07, “Only USA Curling shall have the right to contest the athlete’s Female Competition Category Status.” MoPac does not determine eligibility under this policy. Any questions, concerns, or challenges regarding athlete eligibility for nationals advancement shall be directed to USA Curling for resolution. MoPac is not authorized to, and will not, initiate or adjudicate such challenges.
MoPac will do everything within our authority to support any athlete who is directly affected by this policy. We are committed to ensuring that affected athletes know they always have been and always will be valued members of our community.
The vast majority of curling in our region—including leagues, club play, and recreational bonspiels—is not subject to this policy and remains open to all participants in accordance with individual club policies.
Member clubs continue to govern their own operations, as they always have. MoPac remains a resource and partner to support clubs however we can.
Our Regional Events
MoPac’s non-playdown championship events are not subject to this policy and will operate unchanged. These events welcome all participants eligible to compete within the event’s format.
MoPac ensures that all regional events are conducted with the integrity, respect, and inclusivity that define the Spirit of Curling.
Community Standards
MoPac will not tolerate harassment, discrimination, or disrespectful conduct toward any member of our curling community. Any such behavior will be addressed by the Board. We expect all members to uphold the values of respect and sportsmanship that are fundamental to our sport.
Moving Forward
The Board will continue to monitor developments regarding this policy and will communicate with the membership if changes to USA Curling’s policy or our regional approach become necessary. We remain committed to supporting all of our athletes and fostering the welcoming, inclusive community that defines MoPac curling.
We recognize this is a difficult situation with no perfect solutions. We are committed to navigating it with integrity, transparency, and care for all members of our community.
